Governor Mary Fallin says she is disappointed the State Supreme Court struck down the smoking cessation fee and she says she believes lawmakers will have to come into special session to address the budget issue. She says she will be meeting with legislative leaders from both parties to discuss the need to address the $215 million dollar shortfall Thursday's ruling creates for the Oklahoma Department of Human Services, the Department of Mental Health and Substance Abuse Services and the Oklahoma Health Care Authority. She says these agencies and the people they serve cannot sustain the kind of cuts that will occur if a solution is not found.
