A suspect is accused of beating and raping an elderly woman inside her Tulsa home. Police arrested Elga Harper yesterday afternoon. Authorities say Harper was working as a handyman at the 73-year-old victim's home near 51st and Memorial last Wednesday when he allegedly tied her up, attacked and sexually assaulted her. Harper faces rape, kidnapping, assault and battery charges.
