The Board of Corrections on Thursday unanimously approved separate resolutions, one relating to state bonds for facility improvements and the second addressing possible construction of new state prisons. "We are simply bursting at the sames with inmates," said DOC Director Joe Allbaugh. He says state prisons are at 113-percent capacity.
