The Oklahoma Pardon and Parole Board recommended clemency for another death row inmate on Wednesday while also affirming that he's guilty. The board voted to recommend a commutation for Bigler Stouffer for the 1985 murder of Linda Reaves. News Nine reports board members are concerned about the state's death penalty protocols following the execution of John Grant last month. Grant reportedly convulsed and vomited while being given a lethal injection. One board member said future clemency hearings could have the same result until a federal lawsuit challenging the legality of the drug cocktail used in executions is finalized.
